Change a Texas vehicle registration address

Short answer

Texas treats the owner on record and the registration renewal recipient as different roles. TxDMV says the online option changes only the renewal-recipient address. To change the owner's address on the vehicle record, submit Form VTR-146 in person at a county tax office or mail it to the address on the form.
